CASE SYNOPSIS: On Friday, June 15, 2006 at approximately 1:00 a.m., Troy Parker, an off-duty Peoria Police Officer, was operating a boat on the Illinois River under the influence of alcohol  when he struck a barge causing fatal injuries to one of his passengers, 43 year old Damon Teverbaugh, and severely injuring another passenger, 35 year old Tammy Warnke. On August 15, 2006, Parker was indicted on three counts of Reckless Homicide and four counts of Aggravated Operating a Watercraft Under the Influence of Alcohol. Parker was arrested and transported to the Peoria County Jail.
